About the Program

The Carter Center’s Extractive Industries Governance Program works to promote transparency and accountability in the Democratic Republic of Congo’s extractive sector.

It intervenes in three complementary sections below:

  • Transparency and accessibility of information from the extractive sector,
  • Studies and analyzes of tax and parafiscal revenue flows
  • Studies to assess the impacts of extractive projects on the human rights of local communities.


Here are some major achievements of his work

  • Publication of mining contracts: The advocacy led by the Carter Center and its partners between 2010 and today has resulted in the publication of more than 100 mining contracts signed mainly by companies in the Congolese State Portfolio and foreign investors.
  • The revision of the 2018 mining code: The revision of the mining code is one of the major changes in the Congolese mining sector over the last 15 years. The Congolese parliament and government have integrated into the revised mining code of March 2018 and its implementing measures the main conclusions and recommendations of the reports published by the Carter Center and its partners
    • Availability and accessibility of information from the extractive sector to information from the mining sector: congomines.org
    • Professionalization of certain local partners from civil society
    • Support for the implementation of the Extractive Industries Transparency Initiative (EITI)
    • Contribution to the safeguarding of the assets of certain companies in the State Portfolio
    • Successful plea for the payment of 10% of oil exploitation rights to the Province of Kongo Central.

About the Congomines website

In its component of promoting transparency and accessibility of information in the extractive sector, the Program maintains a site which is a documentation center that brings together documents and information from the Congolese extractive sector from various sources (state, academic, civil society, private sector, media, etc.)

Created since October 2011 in partnership with Moabi RDC, an independent initiative for monitoring the use of natural resources in the Democratic Republic of Congo.

This site aims to make transparent and accessible all information from the extractive sector, which is often scattered across a variety of sources, both online and offline, and difficult to find.

In addition, the site is equipped with a mapping tool allowing a global and clear view of the mining sector and its corollaries.

The documentation on the site aims to cover all stages of the value chain, it is therefore grouped by
